Events during October and November were overshadowed by the escalation of hostilities in the Gaza Strip and Israel between 14 and 21 November, which significantly impacted civilian populations on both sides. Nearly 100 Palestinian civilians, including at least 33 children, were killed as a result of Israeli airstrikes and shelling, accounting for more than 60 per cent of all fatalities. Palestinian rockets fired towards Israel resulted in the death of three Israeli civilians. The vulnerability of Palestinian civilians was exacerbated due to the almost total absence of basic protective measures, such as warning systems and bomb shelters - available to civilians in Israel - as well as by the reported practice of Palestinian armed groups shooting from within, or in close proximity to civilian areas.
